Story of the life's work of Dr. G.C.M. McGonigle, Medical Officer of Health for Stockton-on-Tees, from 1924-1939, giving a picture of the duties of every Health Officer.

The following statement regarding the film appears after the opening credits: 'In the United Kingdom there are 750 Medical Officers of Health. each one is a local government official, appointed by the freely elected council of each area to be responsible for the health of the local community. This is the story of one man's work for the general good.'
