Comedy. As a boat sets sail round the Thames estuary and Kent coast, an orphan boy called Billy sets his hopes on having Salvation Army Band member Sam take him as his own son, as Billy will face the workhouse if he remains parentless. Sam resists but his fellow sailors have sympathy for Billy and help him in his plight.
