A scandalous newspaper story forces Babs Divine, the self-proclaimed 'filthiest person alive', to change her name and go into hiding in Phoenix, Maryland. Vying for Divine's title are Connie and Raymond Marble, who kidnap girls, impregnate them and sell the children to lesbian couples to finance 'an inter-city heroin ring', catering for school students.
