Synopsis

The break up of the Soviet Union has meant that a country that was once represented by one ambassador has split into 15 states. The Foreign Office, wioth a shrinking budget, has responded with one-person embassies. This documentary focuses on three of them, in Minsk (Belarus), Tashkent (Uzbekistan) and Baku (Azerbaijan), and asks how efficient are such shoestring missions and what kind of people run them?
