In a poor village in Orissa, villagers can choose between working the soil for the local landowner or mining the new stone quarries in the hills. However dust from the quarries is destroying people's lungs. In a bid to raise a dowry for one of his daughters, the village chief and his family propose to look after and keep alive, a poor beggar dying of tuberculosis, until the election day, if he will let them have his vote money, which the rich landowner is paying.
