Reformatory melodrama in which Deputy Commissioner of Correction Mark Braden takes charge of a reform school after an inspection he makes reveals a harsh and brutal regime operated by Morgan. Braden makes changes to the regime for the better and also falls in love with Sue, sister of Frankie - one of the boys at the school. However, Cooper, an officer still at the school, plots to discredit Braden with Morgan when Braden discovers they have been embezzling funds. Cooper stirs the boys up to escape and they go to Sue's. However, Braden finds them and persuades them to return and reveals the illegal practices of Morgan and Cooper to the Commissioner.
