Black comedy. Set in the late 1940's, the tale centres on the rise to power via whatever means necessary of a Mexican citizen, Vargas. When he is appointed mayor of a small village, Vargas attempts to carry out his job by fair means rather than foul, but after making the acquaintance of an underhand politician, Lopez, Vargas becomes a tyrant, ruling by the laws of extortion and murder. Soon those in higher authority are obliged to come up with ways of curbing Vargas' excesses.
