Looks at the growing demands for their rights by teenagers who are in residential care. The young people want reforms to make their lives less restricted so that they can enjoy the kind of freedom that teenagers living within a family take for granted. In Holland there is a union for such children and some of the organisers discuss their ideas with a group of British children and with the President of the Association of Directors of Social Services.
