Applying for UK Global Screen Fund (UKGSF) International Distribution Video Game Release (VGR) funding

These guidelines give you the information you’ll need to apply for UKGSF International Distribution Video Game Release funding.

1. About this fund

The UK Global Screen Fund (UKGSF), financed by the UK government’s Department for Culture, Media and Sport (DCMS) and administered by the BFI, seeks to increase the UK screen sector’s international competitiveness by offering additional, targeted support at each stage of the screen content supply chain.

The UKGSF supports international business development, co-production, promotion and distribution activities to:

  • grow the revenue and sustainability of UK independent screen businesses by supporting their international activity
  • enable industry to further grow international partnerships and to develop projects with international appeal for mutual benefit
  • increase the reach of UK screen content to international audiences

UKGSF Video Game Release (VGR) funding

This funding supports games that have clear appeal to identified international audiences and strong potential for international sales. We make non-recoupable grants to support the marketing, promotional and technical costs associated with the release of a UK game in international territories.

Aims of the funding

The aims of the funding are to:

  • grow exports and global demand for UK independent narrative video games, enabling them to secure wider and higher profile releases
  • secure better international release results for games by way of more sales, bigger audiences, increased press coverage and award recognition
  • increase promotional opportunities across international territories for UK independent games to maximise potential reach
  • boost the competitiveness of UK developers and publishers in the international marketplace
  • increase international consumer and industry recognition of the developer, publisher, technology and crew, to raise the international profile of UK creative individuals and help drive funding and sales of future UK games
  • generate better returns for developers, publishers, rights holders and financiers from successful international releases

If you have any questions about the fund or the application process, email ukglobalscreenfund@bfi.org.uk

2. Check if you’re eligible

Lead applicant organisation

Applications must be made by the UK-based development studio deemed the lead developer for the game.

To apply, your organisation must meet all the following criteria:

  • be a limited company registered and centrally managed in the UK and in good standing, whose core business is producing video games
  • be the sole or lead developer of the game you are seeking release support for
  • not be a Special Purpose Vehicle (SPV) created solely for the project
  • not have more than 25% of its shares held, directly or indirectly, by one or more of the following third parties:
    • a non-UK corporate entity
    • a platform holder or digital distributor of video games (any company which distributes games that it does not hold the publishing rights to, on behalf of the developer or publisher, for example Steam, Epic Games, Itch.io, Sony, Microsoft and Nintendo)
    • a company defined as a large company under the Companies Act 2006 — this means the company has at least two of the following:
      • turnover of more than £54 million
      • balance sheet total of more than £27 million
      • more than 250 employees

If you have secured a publisher or publishers to release the game in one or more territories, you must apply with the support and written agreement of the publishers. Their details should be provided in the application, identifying where they are covering a specific country or region. You can make an application without a publisher if you intend to self-publish in the territories which funding is being applied for.

We may not assess your application if you have mismanaged a previous BFI award or have not provided deliverables on time without reasonable justification.

Eligible games

You can apply if your game:

  • has a development budget of £10,000,000 or less
  • is a new (that is, not a rerelease), full-length, premium title (meaning that the full game can be purchased in a single transaction, sometimes called buy-to-play)
  • is completed, or will be completed at the time of its scheduled release date
  • is being released on PC or console
  • is being released on the platforms named in the proposed release plan for the first time or is an early access title which is moving into a full release
  • is a narrative game
    • by narrative game we mean a game that enables players to inhabit an imagined space, whether based on actual locations or entirely fictional
    • there will be a player character or characters (generally an avatar or first-person-perspective) which engages with this world, other entities or characters as part of an authored, connected series of events (a narrative arc)
  • has been released no earlier than three months before the date of application or has a planned release date no later than 12 months after the date of application, provided that the release activity for which you are seeking funding has not yet taken place
  • qualifies or is wholly capable of qualifying for certification as a British work under the cultural test for British games

You can apply for support for a single game per application and can only make one application per game. Your game can be in any language.

When you’re ineligible

The fund will not support games that:

  • have been majority financed by a platform holder or digital distributor, as defined under the lead applicant organisation eligibility criteria
  • are going into an early access release or downloadable content release
  • are free-to-play or accessed via subscription
  • are solely being released on mobile devices
  • do not meet the other eligibility criteria stated elsewhere in the funding guidelines

This list is not exhaustive and if you are unsure if your project is eligible, email ukglobalscreenfund@bfi.org.uk

3. What you can use funding for

You can apply for between £5,000 and £50,000 towards the eligible costs, as a total amount covering all territories for which you are seeking VGR funding.

The amount you are seeking from this fund must not exceed 25% of your total release costs. For the purposes of completing the application, the total release costs are defined as:

  • all anticipated costs of marketing, promotion, localisation and release to be incurred by the applicant or their publishers, including those funded by the requested VGR grant, for territories in which it is both releasing the game and applying for VGR support
  • costs not solely related to the release of the game in the UK
  • costs not related to the payment of an advance to acquire publishing rights to the game
  • costs not related to the development or production of the game

Your application needs to explain why any grant from the UKGSF VGR strand would achieve good value for public funds. Funding can only be used to support activity and outcomes that would not otherwise occur.

Eligible costs

You can apply for funding towards the cost of marketing, promoting and localising an eligible game in international territories, excluding the UK and Ireland. We are seeking applications for detailed release strategies covering specific target territories. Applications seeking support for costs relating to generic worldwide releases are ineligible.

VGR funding cannot cover costs that have been incurred prior to approval of any potential award from the fund. All costs applied for must be:

  • incurred directly as a result of the game release
  • strictly necessary and essential for the success of the detailed release strategy
  • limited to the time period of the game release

Localisation costs

Translation, subtitling or voice over costs into a local language, or accessible version creation.

Advertising and promotion costs related to the release

These costs must relate to the game’s release and be for activity that is ring-fenced and time-limited, and aimed at consumers, not businesses. This can include creating new marketing materials or using and adapting third‑party materials for the specific purpose of the game’s international release. You may include:

  • costs of promotional and marketing materials including:
    • posters, printed materials, fliers and leaflets
    • trailers
    • creation of TV, radio, print and web advertising
    • influencers (must be relevant to the territory)
  • costs related to media buying including:
    • TV, radio, print, outdoor, internet and social media advertising
    • on-console and at consumer games events
    • licencing costs for using influencer content in internet advertising

PR costs

These should be related to the commercial release of the game within the territory and may include the costs of:

  • hiring a local press agency
  • promotional goods and merchandise
  • press junkets and interviews, press screenings and previews, press tours

Voice cast promotional costs

For releases including voice cast with a major international profile, you can include support towards the costs of their attendance during a promotional tour in one or more of the territories, such as:

  • travel and accommodation
  • appearance fees
  • logistical costs

Other ancillary costs

These may include:

  • shipping, post, courier or freight of promotional or marketing materials, or hard copies of development kits or disks intended for censorship and ratings review
  • censorship and local rating and any edits necessary to make the game compliant with local censorship and rating restrictions

You can allocate up to 5% of your total funding request to secondary costs associated with adding localisation elements into the game, such as quality assurance costs, and towards development costs associated with the creation of marketing and promotional materials for international promotion. These elements must be created by a third-party supplier and not by your own organisation.

Ineligible costs

The following costs are not eligible for support:

  • game development costs
  • company overhead including costs relating to sales, marketing, finance, legal, technical, development, quality assurance and other staff costs; shipping, insurance, telecoms, and local taxes
  • company personnel expenses (including the costs of attending markets, trade-fairs and expos) such as event registration, travel and accommodation, per diems and entertaining
  • costs already incurred prior to the approval of an award by the BFI Grant Finance Committee
  • any costs already covered by an existing grant including from the BFI, UKGSF or other organisation
    • for example, if a contribution towards localisation costs in a given language has been funded by UKGSF International Business Development, then the game cannot receive VGR funding for subtitling in the same language

This list is not exhaustive, and we may tell you that other types of activity within your application cannot be supported by a UKGSF grant or ask that you amend specific activities and associated budget allocations.

If you have read these guidelines thoroughly and are still unsure if you’re eligible to apply, please email us at ukglobalscreenfund@bfi.org.uk

Complying with  UK subsidy legislation

The amount requested must also comply with UK subsidy legislation. The UKGSF VGR strand operates within the terms of Category 2 (Screen) of the Arts and Culture Streamlined Subsidy Scheme pursuant to section 10 (5) of the Subsidy Control Act 2022.

The Arts and Culture Streamlined Subsidy Scheme which runs from 12 January 2026 to 11 January 2032 requires that in the context of Category 2 schemes, the applicant company must not typically receive more than a combined total sum of £12 million of subsidies over a three-year financial period (April – March regardless of your own financial year dates) from any UK public authority for each particular project or activity, whether given under the Arts and Culture Streamlined Subsidy Scheme or otherwise (including Minimal Financial Assistance).

An existing subsidy must be cumulated with the proposed subsidy requested from UKGSF if the subsidy meets all of the following conditions and was given:

  • to the same enterprise by any UK public authority
  • for the same project or activity
  • for the same or substantially the same specific purposes, and
  • within the last three financial years (that is, the last two complete financial years, running from 1 April to 31 March, and the lapsed part of the current financial year)

In your application, you’ll be required to submit a declaration confirming all subsidies received by your company that meet the above criteria, to ensure that this cap is not exceeded.

Additional areas you will need to consider

You will also need to address the BFI’s cross-cutting priorities in your application.

UK-wide

The UKGSF seeks to ensure a UK-wide benefit and address geographic imbalance within the industry. You will be asked to answer a question on the UK-wide elements of your project. As part of our assessment we consider:

  • where the applicant UK company is based
  • where projects are developed
  • how projects reflect the culture and talent of Northern Ireland, Scotland, Wales and the English regions outside Greater London

Environmental sustainability

You’ll need to outline how environmental sustainability principles will be embedded into your activity. This includes:

  • considering how your game’s themes engage with the climate emergency
  • implementing good environmental practice for your activity (for example, relating to travel and promotional activity)
  • embedding sustainability within your organisation more broadly

If funded, you’ll need to report how you have applied the environmental sustainability principle in project delivery and more broadly. We’ll also signpost you to a range of tools, resources and training opportunities to support you in making your BFI-backed project more sustainable.

Equity, diversity and inclusion

In your application you will be asked to answer a question about representation within your organisation’s leadership. You will also need to complete and submit the BFI Diversity Standards – UKGSF Form so we can understand your intentions around diversity, inclusion and representation for your project. This means detailing how your funded activity will address industry under-representation in relation to disability, gender, race, age, sexual orientation, religion, socio-economic status and geographical location.

Read the guidance on how to complete the Diversity Standards. If successful, you will need to report following the conclusion of your activity, evaluating how you have delivered against the aims of the Diversity Standards in practice.

Applicants to this fund need to respond to the diversity standards on a summary level. This means you are expected to fill in an overall response to each Standard A to E, not individual criteria. You are only expected to respond to each standard where you have relevant activity and staff, but you should still try to fill as much detail as possible.

Refer to the guidance for ideas of how to respond given your project and activity type, the size of your company or project team, and any early career or career development roles you are able to offer.

If your plans are not fully developed at the point of application, then please state the stage you are currently at and explain how you will turn your aims into actions. If we are interested in supporting your project we may ask you to further develop your ideas before we make a funding decision.

If your team or organisation has a long-standing commitment to diversity, enabling you to meet the BFI Diversity Standards by continuing your current practice, your application should outline how you will build on past achievements and show leadership to the wider industry.

 Diversity Standards form

You’ll need to create an account for the BFI Diversity Standards portal, if you don’t already have one. Once you have logged in to the portal, click ‘start new application’ and select the Diversity Standards – UKGSF version of the form.

Ensure that you have information about your activity, staff, early career and training opportunities and your accessibility processes before you start filling in the form.

This form will give you a unique reference number, which you’ll need to complete the main application form. Application forms received without a completed and submitted Diversity Standards form will be considered incomplete and therefore ineligible.

The information you provide within your Diversity Standards form may be shared with any funding partners and used in anonymised form to help inform future funding decisions, research and strategy.

If you have questions or concerns about your ability to meet the standards or would like to discuss approaches to meeting the criteria, you can contact the Diversity Standards Manager in the BFI Certification Unit on 020 7173 3273 or email diversitystandards@bfi.org.uk

Submitting your application

To apply, you’ll need to create an account or have an existing account on our grant website. You’ll then need to complete and submit the online application form. You can save your application and return to it when you need to.

Make sure you complete all the sections as incomplete forms will be automatically ineligible.

For guidance about how to use our new BFI applicant portal:

You can view a PDF preview of the application form to see the questions you will be asked in full:

If you need additional support using the application form or have technical issues, email us at ukglobalscreenfund@bfi.org.uk.

Speculative submissions

We will only consider funding projects that have been submitted to us through the formal application process. This means that we cannot accept, or read, informal submissions such as scripts or application materials submitted by any means other than via the online application portal.

5. What happens after you apply

  1. Once you have submitted your application, you will receive a unique ID number and an automated confirmation of receipt. If you do not receive this, please contact ukglobalscreenfund@bfi.org.uk
  2. You’ll get confirmation we received your application within five working days.
  3. We will review your application to check that it is eligible for assessment.
  4. You will receive a funding decision within eight weeks of the date of application.

If your application is ineligible

We will endeavour to inform you of this within four weeks of the date of application. If you then realise you’ve made an error on your application which has rendered it ineligible, please tell us immediately, as we may allow you to correct it and resubmit. We continue to verify application eligibility throughout the assessment process and may determine at any point that an application is ineligible.

If we need more information to determine eligibility

We may write to you to obtain more information about your application. If we need more information, it may have an impact on our ability to take a funding decision within the standard timeframe. You will be required to respond to this request within five working days or as otherwise specified in correspondence. If no response is given within that timeframe, the application will be declined.

How your application is  assessed

Applications are assessed on a rolling basis. The UKGSF seeks to support projects that are in clear need of public funding and that make a case for achieving significant results against the aims of the funding. Our assessment scores eligible applications against the following criteria:

International growth: 20%

We’ll consider:

  • the range and number of international territories in which release activity is being undertaken
  • the quality, scale and ambition of the release plans
  • how the applicant and, where applicable, their publishers will take advantage of any relevant opportunities, including local events (trade and cultural) and key dates, to maximise the impact of release spend and raise the profile of the game in each territory
  • the level of detail provided on activity to be supported by VGR funding
  • any experimentation and innovation demonstrated through the planned activity and how this is linked to growing audience or revenue
  • how effective the proposed release plan is likely to be in the context of the scheduled release date

Finance:  20%

We’ll consider:

  • the economy and efficiency evident in the proposed release plan and total release costs budget, including
    • value for public money
    • how reasonable the proposed costs are
    • deals secured on items and services
  • the scope and ambition of the total release costs budget, and the sources and amount of planned release expenditure not covered by VGR funding
  • the release comparison titles cited to demonstrate ambition, market potential, risk and proportionality of spend
  • how likely it is that the game will be fully financed and completed by the scheduled release date.

Funding outcomes: 20%

We’ll consider:

  • the level of UK funding and creative involvement in the game and the extent to which this could in turn generate greater monetary and reputational outcomes for the UK developers involved. We will prioritise games with majority UK development and publishing teams and majority UK financing
  • the likelihood of enhanced sales because of VGR funding, allowing for higher monetary and reputational benefits to UK teams
  • the projected impact for UK creative and developer talent, including the impact on the career of the UK developer, particularly for those working on their first or second games

Track record and team:  15%

We’ll consider the ability of the applicant and, where applicable, their publishers, based on evidence of previous experience of the company and its staff, to deliver significant international sales for comparable UK games.

Additionality:  15%

We’ll consider:

  • how existing release plans will be enhanced by VGR funding, especially the impact on scale of release, increased press coverage and audience reach
  • the potential of the release to increase international awareness and reputation of the UK games sector in each supported territory

UK-wide benefit:  10%

We’ll consider:

  • where the applicant and any other UK developers of the game are based and their work is being undertaken
  • where the game is set
  • how the game reflects the culture and talent of Northern Ireland, Scotland, Wales and the English regions outside Greater London
  • any other proposed UK-wide benefits identified within the application

Cross-cutting BFI priorities

Each of the following must be fully addressed:

  • the quality and ambition of plans to address the Diversity Standards
  • feasibility and impact of your intentions for the activity to be more environmentally sustainable and reduce negative environmental impact

Assessment process

All applications will be assessed by the UKGSF team at the BFI. We may consult external reviewers with relevant expertise during the assessment process.

You may be invited to a meeting or phone call to discuss the application further. It is important to understand that having a meeting with us does not mean that we have made a commitment to fund your project. The meeting is an opportunity for us to discuss your application and details of the project with you in more detail.

You may need to supply further information during the assessment process and we will need to review that before we can make a final decision. If we don’t receive any further materials or information from you within five working days or as otherwise specified in correspondence, your application will automatically be marked as ‘withdrawn’. This will not affect your ability to apply for other BFI funds or to UKGSF in the future.

Projects which are not progressing beyond the assessment stage will be declined by email. This email will state that we have reviewed your application and are not considering it further and that your application is now closed.

Identity checks

We undertake due diligence assessments of the applications we are recommending to our decision-making committee for funding. As part of this, before applying to the Grant Finance Committee, we may request the bank details of the lead applicant. We will request the personal address and date of birth of the CEO or Managing Director of the organisation applying. We will use this data to run an identity check. Our request for this information is not an indication or confirmation of funding, and you will be informed separately of the funding decision on your application.

This is not a credit check. We are unable to submit your application to our decision-making committee until we’ve received your completed form.

Grant Finance Committee consideration

Following the assessment of your application, all projects which are being recommended for funding will be submitted to the BFI’s Grant Finance Committee. This committee is made up of members of the BFI Executive Board and other staff members who make funding decisions in line with the BFI Grant Funding Policies and Procedures handbook. This is the final stage of the funding decision process.

6. Getting a decision

You will be informed in writing if your application has been unsuccessful or successful.

If you’re  successful

You’ll receive a written offer of funding which you’ll need to sign and return to the BFI within 14 days, otherwise the offer will lapse.

Your offer of funding will set out details of how you’ll receive the funding, how to use it and how we expect you to report to us. Successful applicants should also ensure they are aware of the payment terms for the grant

In addition, each publisher who has acquired publishing rights in territories supported by UKGSF in the application will be required to sign individual inducement letters, acknowledging the terms of the VGR funding. A template inducement letter will form part of the funding agreement.

Feedback on an unsuccessful  application

We aim to make the application process as transparent as possible. Because of the volume of applications we receive, we do not have the resources to provide feedback to unsuccessful applicants. This means that, if we are unable to support your application, you will receive a standard email from us that states this outcome without providing further information about the decision. We will keep the data and supporting materials you sent to us in line with our records retention policy.

Resubmission

No resubmissions can be made to the UKGSF VGR strand for projects that are declined unless an application has been withdrawn from the previous funding process by the applicant.

In such instances, you should contact us to confirm whether you can reapply.

We welcome your feedback on the application process and how we might improve it:  ukglobalscreenfund@bfi.org.uk.

7. Conditions of funding

If your application is successful, we will send you a written conditional offer of funding. The offer of funding must be countersigned and returned to the BFI within 14 days of issue or it will automatically lapse.

Before we make any payments to you, you will be required to enter into a finance agreement with the BFI that sets out the terms and conditions of your grant.

In addition to the BFI General Funding Conditions, these terms and conditions will include the following (but may also include others specific to your application):

  1. Any grant must be used exclusively for the purpose for which it was requested, as set out in your application and subsequent funding agreement.
  2. The funding is a grant that is not recoupable by the BFI, except in the circumstances set out below and in the funding agreement.
  3. The amount offered may be reduced, withdrawn or the agreement terminated if this UKGSF award will result in your company exceeding the relevant cumulative subsidy threshold of £12 million over three financial years under Category 2 (Screen) of the Arts and Culture Streamlined Subsidy Scheme, or used for a purpose other than the purpose for which it was given.
  4. You will be required to take receipt of the entire VGR grant and be responsible for distributing it to cover the eligible costs agreed for support. This includes, where applicable, distributing funding to publishers for use in their respective territory or territories.
  5. Subject to clause five below, all grants will be paid in accordance with the following payment schedule:

An amount equal to no more than 50% of the grant will be paid to the successful applicant upon signature of the funding agreement provided that they have met all conditions precedent to the grant specified in the funding agreement, including providing evidence that:

    i. the release date of the game is confirmed and no more than 12 months away

ii. a notice of availability for delivery has been issued to the first publisher to release the game in the supported territories

iii. inducement letters have been signed by each publisher

The balance of the grant will be paid upon receipt and approval by UKGSF of a final report, to be submitted no more than six months after the release date of the game in all relevant territories. The final report must include:

    i. a marketing report detailing how the game was marketed and promoted in each territory, including local press articles and times and dates of any television or radio coverage, times and dates of any influencer coverage, including recording, restreams or video-on-demand where applicable or links to any online coverage

ii. a full release report including a) total sales received to date for each territory, b) information on outstanding wish list data and c) any other activity or exploitation of the game in the relevant territories in the funded period

iii. an analysis of the benefits to each publisher and to the game’s release

iv. a cost statement detailing actual expenditure compared against the total release costs budget, including confirmation that the UKGSF grant allocation has not exceeded 25% of these costs

Successful applicants will be issued with further guidance on final reporting, including details of the information successful applicants will be required to collate from publishers involved in the release.

  1. We reserve the right to adjust the payment structure at the BFI’s sole discretion. The BFI will pay the grant to the applicant’s UK limited company registered in the UK
  2. If the actual total release costs for the game are less than the respective total release costs budget attached to the funding agreement, then UKGSF may proportionately reduce the amount of the grant payable or require a portion of the grant to be repaid.
  3. Any part of the UKGSF grant not spent on eligible costs by the end of the funded period (as defined in the funding agreement) shall be reimbursed immediately to the BFI, unless the UKGSF has pre-approved its use on other eligible costs. We may require evidence of expenditure by way of copies of receipts/invoices for expenses covered by the funding.
  4. You will be contractually required to fully disclose the amounts received from the UKGSF when accounting to the financiers of the game receiving release support.
  5. If the successful applicant or the publishers of their game subsequently receive other funding in respect of costs covered by VGR funding, then the applicant will be required to immediately repay an equivalent amount of the grant to UKGSF
  6. Successful applicants and their publishers’ accounting for the release of the game in their respective eligible territory may not seek to recoup any costs which are funded by the VGR Strand, whether as release expenses or otherwise. These costs shall also not be used to fulfil contractual commitments relating to expenditure pre-dating the relevant application for VGR funding.
  7. The offer of funding and the funding agreement may be terminated and any funding already advanced may be required to be repaid in the event that any of the requirements set out in these guidelines or any of the terms of the funding agreement are breached.
  8. The BFI may withdraw any offer of funding and terminate the funding agreement if it has reasonable concerns relating to the game or its ability to be distributed internationally, any of the applicant’s or their publishers’ partnership funding, or if the applicant or their publishers operate in a way which might bring the BFI or DCMS into disrepute.
  9.  Successful applicants will be provided with detailed branding guidelines that set out the specific requirements for acknowledging the VGR funding and the UKGSF as a UK Government’s Department for Culture, Media and Sport fund administered by the BFI.

We require successful applicants and their publishers to increase the visibility of the government’s support by: displaying the UK Global Screen Fund logo on promotional materials; assisting in communicating the benefit of the UKGSF to ensure its value and impact is recognised and understood by key stakeholders; making themselves available to take part in promotional activities; and encouraging the participation of talent connected to the game.

It is an important condition of UKGSF funding that the source of the funding is prominently acknowledged through use of the UKGSF logo and through agreed verbal and written acknowledgement. Partners and beneficiaries are expected to take opportunities to highlight not just the fact of the funding but why their project is funded and therefore the increased opportunity that is possible through the Government’s support.

  10. Successful applicants will be required to grant to the BFI and DCMS the right to use stills and clips from the supported game for the purpose of promoting the UKGSF in any media throughout the world for a period of at least three years from the date of issuance of the conditional offer of funding.
  11. You will be required to deliver against the undertakings made by you in relation to the BFI Diversity Standards. Failure to deliver against those undertakings without good cause may affect your ability to receive future project funding from the BFI
  12. Successful applicants and their publishers may be required to take part in formal evaluation of the UKGSF if contacted by an independent evaluator. This will include the provision of information on the relevant game and the funded activities to inform this evaluation. This may include, but shall not be limited to, information in respect of the game and the funded activities for the purposes of case studies, quotes from the applicant and their publishers benefitting from the grant, and provision of visual materials relating to the funded activity.
